1. Open the influence window
2. Enter your database name “SET as >> oracle_sid=xe” without double quotes
3.Add to “database/sqlplus is visible as sysdba” >> without double quotes
4. Call command >> “start” without duplicates

Invalid ORACLE_HOME and ORACLE_SID for a specific person: ORA-27101 is usually caused by incorrect settings of ORACLE_HOME and oracle_sid at the operating system level. You need to check that ORACLE_HOME and oracle_sid are set correctly and therefore should be ORACLE_HOME without the slash.
You can also check oracle related services.

Which version is associated with the operating system? (Windows XP Professional SP2, Linux Suse ELS version 10);
Which Oracle did you download but also install? (Oracle8i, Oracle9i, Oracle10g)
